Tu Van Dinh, the head of the Ninh Binh Vietnam People's Committee, considered the cultural and historical capacities of the two cities as an opportunity for cooperation and development of relations, signing the memorandum of understanding between Qazvin and Ninh Binh Vietnam.

Sabbaghi, the mayor of Qazvin, mentioned the fields of architecture, urban planning and cultural heritage as the basis for the expansion of relations between the two sides.

The Vietnamese guests then visited the historical and cultural capacities of Qazvin.
